The Head of State takes part in the “Central Asia – United States” Summit

12th Summit of the Council of Heads of State of the Organization of Turkic States commenced in Gabala

The 12th Summit of the Council of Heads of State of the Organization of Turkic States (OTS) was held in Gabala on October 7.

President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Türkiye Recep Tayyip Erdoğan, President of the Republic of Uzbekistan Shavkat Mirziyoyev, President of the Kyrgyz Republic Sadyr Zhaparov, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, Prime Minister of Hungary Viktor Orbán, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, President of the Turkish Republic of Northern Cyprus Ersin Tatar, and Secretary General of the Organization of Turkic States Kubanychbek Omuraliev attended the Summit.

Distinguished heads of state and government,

Dear friends,

Welcome to Gabala, the ancient city of Azerbaijan. Gabala served as the capital of Caucasian Albania, spanning a vast geographical area, which was established in the 4th century BC and thrived until the 8th century AD.

At the outset, I extend my gratitude to the Kyrgyz Republic for its successful leadership in presiding over the Organization of Turkic States (OTS).

Today, the Organization of Turkic States (OTS) has evolved from merely a platform for cooperation into one of the significant geopolitical centers. It is gratifying to see our Organization’s prestige grow on the international stage. Our shared historical and ethnic roots, along with common national and spiritual values, bring us together as a family.

To support the work of the Organization, our country has contributed 2 million U.S. dollars to the account of the OTS Secretariat.

Internal political and economic stability, a strategic geographical location, positive demographics with a young population, vast potential in transport and logistics, rich natural resources, and growing capabilities in the military and defense technology sectors position the OTS as a significant actor on the global stage.

It is gratifying that the Organization of Turkic States has established the practice of holding informal summits alongside official ones. Last year’s inaugural informal summit in Shusha, as well as our meeting in Budapest this year, are both remembered for the significant decisions.

Dear colleagues,

Today, peace and security are essential foundations for the development of any country.

The Nakhchivan Agreement, the founding document of our Organization, highlights the safeguarding of peace and security as primary goals. Given the current geopolitical and security challenges worldwide, it is crucial that the Turkic states unite as a single center of power, in line with the Garabagh Declaration adopted at last year’s informal summit in Shusha and following the “Regional peace and security” theme of today’s summit.

It is well understood that development cannot be achieved without ensuring security. In a time when the norms and principles of international law are being gravely violated, cooperation among our countries in military and defense-technical fields becomes one of the crucial factors. In this regard, we maintain strong cooperation with our ally, Türkiye. Just in the past year, over 25 bilateral and multinational military exercises have been carried out jointly with Türkiye.

Considering the extensive cooperation between our countries in military, defense, and security areas, we propose holding joint military exercises for the member states of the Organization of Turkic States in Azerbaijan in 2026.

In today’s world, military strength is a crucial element in safeguarding the independence and territorial integrity of any country.

Our historic victory in the 44-day Patriotic War of 2020, along with resolute counter-terrorism measures in 2023, ended the 30-year occupation of Azerbaijan’s territories. This restored our country’s territorial integrity and sovereignty over our ancient lands. This historical achievement represents not only the triumph of Azerbaijan’s national will and determined struggle but also a vital contribution to the establishment of justice, peace, and stability in the region.

The initialing of the peace agreement between Azerbaijan and Armenia two months ago at the White House in Washington is set to transform the South Caucasus into a region of peace. Following the joint call to dissolve the OSCE Minsk Group and related structures during the Washington summit, the decision made by the OSCE on 1 September also ended these remnants of the former conflict.

Accordingly, these steps have reconfirmed the peace agenda championed by Azerbaijan.

We will never forget the occupation by Armenia. We will forever hold the memory of our Martyrs close to our hearts. We avenged their blood on the battlefield. We expelled the occupiers from our ancestral lands, achieved a brilliant victory, and secured a just peace.

Dear friends!

Transport and communication links hold strategic significance within the Organization of Turkic States. Efforts to harness the potential of the Turkic world in transport, communication, transit, and related fields have resulted in the realization of projects with global impact.

Azerbaijan is an active player in the East-West and North-South transport corridors, serving as a vital bridge between Türkiye and Central Asia across geographic, economic, transport, and other domains.

Since 2022, cargo traffic through the Middle Corridor has increased by approximately 90%. Transit time along the route has significantly decreased. Assets such as the Caspian Sea’s largest trade fleet, the International Trade Port of Alat, which is expected to reach a capacity of 25 million tons per year in the coming years, the Baku-Tbilisi-Kars railway, 9 international airports, the region’s largest cargo airline, and other factors have contributed to establishing Azerbaijan as a major international transport hub.

In this context, one of the key outcomes of the Washington summit was the opening of the Zangezur Corridor. This corridor is significant as a new transport artery and serves as a second route within both the Middle Corridor and the North-South Corridor.

Another key area closely tied to peace, regional connectivity, and economic development is energy security. Our country plays an active and strategic role in advancing these objectives on a global scale. Azerbaijan has proven itself as a reliable and indispensable partner in ensuring the energy security of many countries.

We serve as a strategic link between the Caspian region and international markets through a network of diversified oil and gas pipelines. At present, Azerbaijan exports natural gas to 14 countries. In terms of geographic coverage, Azerbaijan ranks first among nations exporting natural gas via pipeline.

Azerbaijan is also attracting significant investments in renewable energy sources, including solar, wind, and hydropower. By 2030, approximately 40% of our energy production is expected to come from renewables.

Currently, we are developing a green energy corridor connecting Central Asia, Azerbaijan, Türkiye, and Europe.

Azerbaijan and the member states of the OTS have carried out numerous significant investment projects. To date, over 20 billion U.S. dollars have been invested in the economies of our fraternal countries. The majority of these investments have been made in the Turkish economy. Additionally, Azerbaijan has established joint investment funds with Uzbekistan, Kazakhstan, and Kyrgyzstan. Through these funds, many future projects will be realized.

Overall, these initiatives serve to deepen economic integration within the Turkic world, strengthening cooperation among our friendly and brotherly nations in energy and transport, and sustainable development of our region.

As I mentioned, our common history and ethnic roots, our languages unite us like one family. Hereby, I would like to emphasize the historic significance of the First Turkological Congress organized in Baku in 1926.

I propose that the 100th anniversary of the First Turkological Congress next year be solemnly organized within the framework of the Organization of Turkic States.

I am confident that our Summit will further strengthen the position of the Organization of Turkic States through the decisions we make, contributing even more to the well-being and security of our peoples.

At the end of my speech, I would like to once again express my gratitude to our fraternal countries for their support in the restoration of Garabagh and Eastern Zangezur. School named after Mirzo Ulugbek, the Kurmangazy Children’s Creativity Center in Fuzuli, and the school named after Manas in Aghdam are already operational. These are gifts from our Uzbek, Kazakh, and Kyrgyz brothers. A school built in Jabrayil is a gift of our Hungarian brothers. Fuzuli Mosque, the foundation of which is laid today, is a gift from our Turkmen brothers. Brotherly Turkish companies are constructing numerous tunnels, bridges, and roads. Azerbaijanis will never forget this brotherly support.

President of the Kyrgyz Republic Sadyr Zhaparov expressed his gratitude to President Ilham Aliyev and the people of Azerbaijan for their hospitality and the excellent organization of the event, stating: “Mr. Secretary General, esteemed heads of state. First of all, I would like to thank Ilham Heydar oglu Aliyev and the brotherly Azerbaijani people for the hospitality shown and for hosting this meeting. Gabala is an ancient city with a two-thousand-year history, and our gathering here is not coincidental. The Nakhchivan Agreement, which marked its 16th anniversary on October 3, is a highly significant document. In this short period, our organization has developed dynamically and strengthened its authority at the regional level.”

President Zhaparov emphasized that Kyrgyzstan has always supported peace, stability, and good neighborly relations, adding: “We welcome the Joint Declaration signed between the President of the Republic of Azerbaijan and the Prime Minister of Armenia. This demonstrates the political will of both countries’ leadership and will contribute to establishing lasting peace, security, and trust in the South Caucasus. I would like to particularly highlight the contribution of His Excellency Ilham Heydar oglu Aliyev to the peace process in this regard.”

President Sadyr Zhaparov noted that the World Nomad Games will be held in Kyrgyzstan in 2026 and invited the participants of the Summit to attend as honored guests.

“Within the framework of this Summit, the Kyrgyz Republic concludes its chairmanship of the organization and passes it to brotherly Azerbaijan. I am confident that under Azerbaijan’s chairmanship, the organization will continue its development and further enhance its international prestige. At the same time, all initiatives aimed at the prosperity of the Turkic peoples will continue to advance,” Zhaparov emphasized.

President of Kazakhstan Kassym-Jomart Tokayev emphasized the strategic importance of strengthening unity and cooperation among Turkic peoples, expressing gratitude to President of Azerbaijan Ilham Aliyev for his hospitality and the high-level organization of the event. He described the Joint Declaration signed between Azerbaijan and Armenia as a historic milestone, stating: “I wish to commend the signing of the Joint Declaration on peace between Azerbaijan and Armenia, and I believe it represents a significant historic step toward resolving a 30-year conflict. In the context of today’s geopolitical situation, unity among Turkic states is crucial. Dear brothers, the renowned Azerbaijani poet Bakhtiyar Vahabzade once said, ‘A Turk has no right to enmity with another Turk.’ We must deeply value such wisdom from our elders and do everything in our power to bring Turkic states together. The next chairmanship passes to our Azerbaijani brothers. I thank President Ilham Aliyev for this role and wish him success.”

In his speech, President of Türkiye Recep Tayyip Erdoğan emphasized the importance of preserving the cultural heritage of Turkic peoples while actively developing a large-scale Turkic language model through artificial intelligence technologies. He also noted that Türkiye closely follows developments in the South Caucasus and underscored the significance of steps toward peace and stability in the region, stating: “We view the Joint Declaration signed between Azerbaijan and Armenia on August 8 as a positive step in this regard and hope for its continuation. Today, we have once again demonstrated that, as Turkic states, we are moving confidently toward the future with solidarity, mutual respect, and a spirit of brotherhood. We will further strengthen the great Turkic world and pass it on to our children. I hope that the Gabala Declaration, which we will soon sign, and the decisions we adopt will bring benefits to the Turkic world and all friendly and brotherly countries. I once again express my gratitude to Azerbaijan and my dear brother, esteemed President Aliyev, for their impeccable hospitality, and I send my heartfelt regards to the peoples of the friendly and brotherly countries that are members of the Organization of Turkic States.”

President of Uzbekistan Shavkat Mirziyoyev underscored the significance of the steps taken to develop economic, trade, and transport ties among the Turkic states. Addressing the peace negotiation process between Azerbaijan and Armenia, he stated: “I express my gratitude to His Excellency President of the Republic of Azerbaijan Ilham Aliyev for the excellent organization and hospitality. Thanks to your initiatives, we have visited various parts of Azerbaijan in recent years. Today, we are witnessing the development of the beautiful Karabakh and the ongoing works in Shusha, Khankendi, and Aghdam. As your close friends, we are truly delighted by this progress. Without exaggeration, it can be said that the Joint Declaration on peace signed with Armenia was made possible due to your political will, and this is a collective achievement of the Turkic states. This Declaration opens broad opportunities for cooperation in the economic, trade, transport and humanitarian fields.”

Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov emphasized the importance of strengthening cooperation, peace, stability, and trust among member countries against the backdrop of the current global situation. He stated: “First and foremost, I would like to express my gratitude to my dear brother, His Excellency Ilham Heydar oglu Aliyev, for the invitation to participate in this event and for the sincere hospitality extended to me. The Organization of Turkic States unites brotherly peoples with a shared history, culture, heritage, and language. The organization’s primary goal is to strengthen solidarity, friendship, and brotherhood, and to promote joint activities at both regional and international levels.”

In his speech, Hungarian Prime Minister Viktor Orbán expressed satisfaction with the environment among Turkic states, where human values are upheld, stability prevails, and mutual trust thrives. He highlighted the Azerbaijani President’s initiatives in renewable energy projects and his commitment to peace and cooperation. “Dear Mr. President, your remarkable achievements, the development of the economy, renewable energy resources, and investments in this field are evidence that the Central Asian region is the ‘golden reserve’ of the European Union. I thank President Aliyev for creating opportunities for a Hungarian company to participate in Azerbaijan’s most significant gas field. This holds great importance for us. Furthermore, I would like to assure President Aliyev and the Azerbaijani people that we are not only friends but also strategic partners,” the Prime Minister added.

President of the Turkish Republic of Northern Cyprus (TRNC) Ersin Tatar expressed his deep gratitude to President Ilham Aliyev and the people of Azerbaijan for the invitation to the Summit held in Gabala, the ancient and historic city of Azerbaijan. He stated: “The fact that this Summit coincides with the fifth anniversary of the Karabakh Victory, inscribed in golden letters in our shared history, carries profound significance. The victory achieved through the determination, courage, and just struggle of brotherly Azerbaijan is not only the liberation of its territories from occupation but also a triumph of justice and national resolve. This is a shared victory of the great Turkic world. The Karabakh Victory has once again shown that when the Turkic world stands united, it can overcome any challenge. Acting in solidarity, the Turkic states are not only the guardians of their own security but also the strongest guarantors of peace, stability, and prosperity in the region. As the Turkish Republic of Northern Cyprus, we have always stood by Azerbaijan in its just struggle and will continue to do so. We are heirs to the same geography, culture, and shared history rooted in common origins. Today, we are not merely coming together but also shaping our shared future. I once again express my sincere gratitude to the President of Azerbaijan, the conqueror of Karabakh, His Excellency Ilham Aliyev, for hosting us with heartfelt hospitality at this significant Summit.”

In his speech, Kubanychbek Omuraliev, Secretary General of the Organization of Turkic States (OTS), noted that gathering in the historic city of Gabala, especially following the signing of the Joint Declaration on peace between Azerbaijan and Armenia, carries profound symbolic significance. He stated: “Esteemed heads of state and government, the establishment of the Zangezur Corridor, connecting the mainland Azerbaijan to the Nakhchivan Autonomous Republic, as agreed in Washington, holds historic importance and will strengthen the Turkic world at the geopolitical level. The opening of the Zangezur Corridor, alongside the revival of the ancient Silk Road, will create new economic and transit opportunities for our countries. Once the China-Kyrgyzstan-Uzbekistan railway project becomes operational, the strategic importance of the Middle Corridor will further increase.”

The Secretary General emphasized that “the Organization of Turkic States is becoming a significant regional organization.” He announced the establishment of the permanent secretariat of the Union of Turkic Universities and a special program fund, noting that part of the two million US dollars donated by Azerbaijan will be allocated to finance this project.

Expressing confidence that Azerbaijan’s chairmanship of the OTS will successfully deepen cooperation, strengthen economic ties, and advance mutual partnership, Omuraliev added: “The important ideas and proposals put forward by you today will be included in the Gabala Declaration and our Secretariat’s action plan. I once again express my gratitude to His Excellency President Ilham Aliyev for the excellent organization of the event and the warm hospitality.”

On December 28, the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Mr. Emomali Rahmon, delivered his Address “On Major Dimensions of Tajikistan’s Domestic and Foreign Policy” to the Majlisi Oli of the Republic of Tajikistan in the hall of the Parliament of Tajikistan, at a joint session of the Majlisi milli and Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan.

The hall was attended by the presidiums of both chambers of the Parliament, members of the Majlisi milli and deputies of the Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan, the Prime Minister and members of the Government of the country, the Head of the Executive Office of the President of the Republic of Tajikistan, the leadership of ministries and state committees, agencies under the President and the Government, central judicial bodies and other law enforcement agencies, the National Academy of Sciences, higher educational institutions, heads of centers for the implementation of investment projects, a group of deputies of the XVI Session of the Supreme Council of the Republic of Tajikistan, members of the Public Council, the Movement for National Unity and Revival of Tajikistan, deputies of a number of political, public and creative associations, the leadership of republican enterprises and institutions, banks, active businessmen and entrepreneurs and enterprising youth, representatives of the diplomatic corps and the mass media.

In his Address to the Majlisi Oli, which was delivered for the first time in the new and magnificent building of the country’s Parliament, the President of the Republic of Tajikistan, Leader of the Nation, Emomali Rahmon, set specific tasks for the effective implementation of domestic and foreign policies and ensuring the progress of various sectors, including industry, energy, agriculture, roads and transport, investment and entrepreneurship development, education, science and culture, healthcare and social protection, labor and employment, youth and sports and tourism, taxes and customs, security and defense, law and order, and the development of friendly relations and cooperation with foreign countries and international and regional organizations.

The Head of State, Honorable Emomali Rahmon, analyzed the development and progress of the economy and industry, energy, roads and transport, security and defense, law and order, healthcare, culture, science and education, social protection of the population, youth, sports and tourism, and considered it necessary that in today’s conditions of the global community, national security and sustainable economic development should be steadily ensured, and the level and quality of life of the people should be further improved.

The Leader of the Nation, Honorable Emomali Rahmon, stated that over 197 billion somoni have been allocated from the state budget and domestic and foreign capital for the socio-economic development of the country and the implementation of priority state investment projects, as well as the implementation of national, sectoral and local plans and programs in the past five years.

The Head of State emphasized that over 20 billion somoni have been spent on the implementation of the plan of public works to celebrate the 35th anniversary of State Independence by entrepreneurs, generous individuals and honorable residents of the country in the past three years. The work carried out in this direction has contributed to ensuring the expected indicators of socio-economic development and the progress and development of the country’s cities and villages.

Recalling the worthy initiatives of the Government of the Republic of Tajikistan in improving the living standards of all segments of society, the President of the country, Emomali Rahmon, noted that in the past five years, the official salaries of employees of budgetary sectors have been increased four times – in 2020, 2022, 2023 and 2024, by a total of 100 percent.

In order to ensure the timely and high-quality implementation of the adopted programs and plans and, in this context, to develop the country’s economy in 2025, ministries, agencies and local executive bodies of state power received specific instructions from the Head of State.

In particular, it was instructed to develop a draft “Medium-Term Development Program for 2026-2030” by the end of 2025 and submit it to the Government of the country.

In order to expand innovation processes and comprehensively use the opportunities of digital technologies in the economy, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, proposed declaring 2025-2030 the “Years of Development of the Digital Economy and Innovation”.

In this regard, the Leader of the Nation proposed to establish a “University of Innovation and Digital Technologies” on the basis of the Institute of Technology and Innovation Management in the city of Kulob.

In order to further support the development of entrepreneurship, the President of the country, Honorable Emomali Rahmon, considered it necessary to further limit the number of inspections and their frequency in accordance with the Law of the Republic of Tajikistan “On Inspection of the Activities of Economic Entities” by improving the current standards for risk assessment.

Analyzing the situation in the industrial sector, the Head of State noted that within the framework of the strategic goal of rapid industrialization of the country, the volume of total industrial output has increased from 27 billion to 53 billion somoni in the past five years, which is almost twice as much. During this period, more than 2,040 industrial enterprises and 74,000 jobs were created in the country.

The relevant ministries and agencies were obliged to take additional measures to create favorable conditions for the development of industrial production.

In order to achieve energy independence and, in this context, ensure sustainable development of the national economy by using all existing opportunities and sources, in particular, sources of “green energy” development, the Leader of the Nation, Honorable Emomali Rahmon, instructed to develop and submit a draft “Program for the Development of the Electric Power Sector” and the necessary regulatory legal acts in the sector, including the Law of the Republic of Tajikistan “On Energy” in a new edition, by 2025.

The Head of State, Emomali Rahmon, analyzed the situation in the road and transport sector and considered transforming Tajikistan into a transit country and using its transit opportunities as one of the main goals of the country’s development.

It was emphasized that, with the modernization and reconstruction of highways over the past five years, according to the World Economic Forum, Tajikistan’s position in the global ranking of road quality indicators among 165 countries included in the study has risen from 50th to 44th, 6 positions higher compared to previous years.

At the same time, the relevant ministries and agencies were instructed to take the necessary measures for the high-quality and timely implementation of investment projects in compliance with modern standards, the construction and reconstruction of roads of international importance, the proper maintenance and use of roads, the formation of transit transport corridors and their infrastructure.

Given the current world situation, climate change, in particular, water shortages and droughts in many countries of the world, the rise in food prices in the world and the adverse impact of the aforementioned factors on the consumer market, the President of the country, Emomali Rahmon, instructed ministries and state agencies to mobilize all opportunities for the development of the agricultural sector.

During the analysis and review of the social protection sector, the President of the country emphasized that in 2024, the total amount of social sector expenditures was increased to 19 billion somoni, which is by 2 billion somoni more than the budget for 2023, and constitutes 43 percent of the total amount of state budget expenditures.

It was noted that in this regard, the Government of the country is constantly implementing necessary measures to create new jobs, increase wages, pensions and scholarships, as well as increase the population’s income.

In order to further improve the well-being of the country’s people and strengthen social protection of the population, the Head of State Honorable Emomali Rahmon instructed the Government of the country to increase the official salaries of employees of preschool and secondary education institutions by 30%, the official salaries of employees of other educational institutions, science, culture, sports, healthcare, social protection institutions, state authorities and administration and other budgetary institutions, as well as scholarships by 20%, the current salaries of law enforcement officers, military personnel and other employees of these bodies by 20%, and to set the minimum wage for all economic and social sectors at 1,000 somoni per month.

At the same time, it was instructed to increase insurance, labor and social pensions, as well as supplements to them, in accordance with the provisions of Article 51 of the Law of the Republic of Tajikistan “On Insurance and State Pensions” and the basic pension amount by 10%, that is, index them.

The Government of the country, heads of ministries, agencies and relevant structures in the field of education received instructions from the Head of State to ensure the stable and sustainable development of higher professional education institutions in the coming years.

The Head of State considered it necessary to revise the “State Program for Training High-Level Scientific Personnel for 2021-2030” within two months and submit it to the Government of the country.

Regarding the development of the cultural sector, the Leader of the Nation, Emomali Rahmon, stated that if in 2000 only 13 million somoni were allocated from the state budget for the sphere of culture and sports, then in 2024 this figure amounted to 1 billion 716 million somoni.

It was noted that over the 33 years of state independence, 18 theaters, 50 palaces of culture, 14 art schools, 126 libraries, 61 parks of culture and recreation and 20 museums have been built in the country, all of which are serving the people of Tajikistan today.

The heads of cities and districts were instructed to build and commission a music school for young talents in the center of each city and district of the country.

The Head of State recalled Tajikistan’s cooperation with UNESCO and instructed the relevant ministries and agencies to prepare and submit to UNESCO the necessary materials for the celebration of the 2550th anniversary of the Declaration of Human Rights of Cyrus the Great.

According to the Head of State, 4.3 billion somoni are allocated from the state budget for the healthcare sector in 2025, which is by 840 million somoni more than in 2024.

The leadership of relevant ministries and agencies, regions, cities and districts was instructed to take the necessary measures to correct existing shortcomings, ensure the harmonious development of the sector and train highly qualified personnel, and ensure high-quality medical services and the effective operation of institutions in this sector.

The Leader of the Nation considered ensuring the productive employment for the population to be one of the strategic goals of the state.

It was emphasized that during the period of independence, more than 4.1 million jobs have been created and restored in various sectors of the country’s economy.

The Government of the country, heads of ministries and agencies, regions, cities and districts were instructed to mobilize all opportunities to create more than 1,4 million new jobs in all sectors of the national economy in the next five years.

The Head of State called the country’s youth the most active segment of society and the continuation of the work of the older generation, stating that patriotic youth will continue to make a valuable contribution to the development of science and innovation and further strengthen the prestige of our country in the international arena with their modern science and knowledge, modern professions and crafts, and innovative efforts.

The Head of State assessed the status and dignity of women and girls and their role in building a modern state and developing society in the era of independence as significant, emphasizing that they will continue to make a valuable contribution to implementing the requirements and provisions of national laws, preventing the honoring of alien cultures, including clothing and rituals alien to our people, raising healthy generations, strengthening peace and stability in society, the progress of the state and the prosperity of the Motherland.

The President of the country, Emomali Rahmon, noted that the term of office of the Majlisi milli and the Majlisi namoyandagon Majlisi Oli of the Republic of Tajikistan (sixth convocation) is coming to an end.

Accordingly, the Leader of the Nation, Honorable Emomali Rahmon, expressed his gratitude to the members of the Majlisi milli and deputies of the Majlisi namoyandagon for their fruitful work.

The Head of State emphasized that the sustainable economic and social development of the country, political stability, and peace and tranquility of the people of Tajikistan depend on ensuring national security.

Therefore, it was stated that the issues of training specialists who meet the requirements of modern conditions for law enforcement agencies and military structures, increasing their professionalism and skills, as well as strengthening the material and technical base of military units and law enforcement agencies will continue to be given priority attention.

Analyzing the foreign policy of Tajikistan, the President of the country, Honorable Emomali Rahmon, stated that – “Tajikistan, based on the “open doors” foreign policy and the experience of more than three decades of cooperation with countries around the world, expresses its readiness to continue strengthening multifaceted relations with them both at the bilateral and multilateral levels.”

It was also emphasized that Tajikistan is expanding constructive and prospective cooperation within international and regional organizations, including the United Nations, international financial institutions, and development partners.

In the end of his speech, the President of the country, Emomali Rahmon, stated that we must strive every day and always for the progress of our independent state, the prosperity of our ancestral homeland, and the continuous improvement of the standard of living and quality of life of every family of the honorable people of Tajikistan.

Пешвои миллат муҳтарам Эмомалӣ Раҳмон иброз доштанд, ки барои рушди иқтисодиву иҷтимоии кишвар ва амалисозии лоиҳаҳои афзалиятноки сармоягузории давлатӣ, инчунин, татбиқи нақшаву барномаҳои миллӣ, соҳавӣ ва маҳаллӣ дар панҷ соли охир аз ҳисоби буҷети давлат ва сармояи дохиливу хориҷӣ зиёда аз 197 миллиард сомонӣ равона карда шуд.

Роҳбари давлат таъкид намуданд, ки барои иҷрои нақшаи корҳои ободониву бунёдкорӣ ба истиқболи ҷашни 35-солагии истиқлоли давлатӣ аз ҳисоби соҳибкорону шахсони саховатпеша ва сокинони бонангу номуси кишвар дар се соли охир беш аз 20 миллиард сомонӣ хароҷот карда шуд. Корҳое, ки дар ин самт анҷом дода шуданд, ба таъмини нишондиҳандаҳои пешбинишудаи рушди иҷтимоиву иқтисодӣ ва пешрафту ободонии шаҳру деҳоти кишвар мусоидат намуд.

Аз иқдомҳои шоистаи Ҳукумати Ҷумҳурии Тоҷикистон дар самти баланд бардоштани сатҳи зиндагии ҳамаи қишрҳои ҷомеа ёдовар шуда, Президенти кишвар муҳтарам Эмомалӣ Раҳмон зикр карданд, ки дар панҷ соли охир маоши вазифавии кормандони соҳаҳои буҷетӣ чор маротиба – солҳои 2020, 2022, 2023 ва 2024 дар маҷмуъ, ба андозаи 100 фоиз зиёд карда шуд.

Баҳри иҷрои саривақтиву босифати барномаву нақшаҳои қабулгардида ва дар ин замина рушд бахшидан ба иқтисоди кишвар дар соли 2025 вазорату идораҳо ва мақомоти иҷроияи маҳаллии ҳокимияти давлатӣ аз Сарвари давлат дастуру супоришҳои мушаххас гирифтанд.

Аз ҷумла, супориш дода шуд, ки то охири соли 2025 лоиҳаи “Барномаи миёнамуҳлати рушд барои солҳои 2026 – 2030” таҳия ва ба Ҳукумати кишвар пешниҳод гардад.

Президенти Ҷумҳурии Тоҷикистон муҳтарам Эмомалӣ Раҳмон барои вусъат бахшидан ба равандҳои инноватсионӣ ва истифодаи ҳамаҷонибаи имкониятҳои технологияҳои рақамӣ дар иқтисодиёт пешниҳод намуданд, ки солҳои 2025-2030 “Солҳои рушди иқтисоди рақамӣ ва инноватсия” эълон карда шаванд.

Дар робита ба ин, Пешвои миллат пешниҳод намуданд, ки дар заминаи Донишкадаи технология ва менеҷменти инноватсионии шаҳри Кӯлоб “Донишгоҳи инноватсия ва технологияҳои рақамӣ” таъсис дода шавад.

Президенти кишвар муҳтарам Эмомалӣ Раҳмон бо мақсади дастгирии минбаъдаи рушди соҳибкорӣ зарур шумурданд, ки тибқи Қонуни Ҷумҳурии Тоҷикистон “Дар бораи санҷиши фаъолияти субъектҳои хоҷагидор” бо роҳи такмил додани меъёрҳои амалкунандаи арзёбии хавфҳо шумораи санҷишҳо ва даврияти гузаронидани онҳо боз ҳам маҳдуд карда шавад.

Зимни таҳлили вазъи соҳаи саноат Сарвари давлат иброз доштанд, ки дар доираи ҳадафи стратегӣ оид ба саноатикунонии босуръати кишвар дар панҷ соли охир ҳаҷми маҷмуи маҳсулоти саноатӣ аз 27 миллиард ба 53 миллиард сомонӣ расонида шуд, ки қариб ду баробар зиёд мебошад. Дар ин давра дар кишвар беш аз 2040 корхонаи саноатӣ ва 74 ҳазор ҷойи корӣ таъсис дода шуд.

Вазорату идораҳои дахлдор супориш гирифтанд, ки барои фароҳам овардани шароити мусоид баҳри рушди истеҳсолоти саноатӣ тадбирҳои иловагӣ андешанд.

Пешвои миллат муҳтарам Эмомалӣ Раҳмон барои расидан ба истиқлоли энергетикӣ ва дар ин замина таъмин намудани рушди устувори иқтисоди миллӣ бо истифода аз ҳамаи имконияту сарчашмаҳои мавҷуда, хусусан, манбаъҳои рушди “энергияи сабз” супориш доданд, ки дар соли 2025-ум лоиҳаи “Барномаи рушди соҳаи энергетикаи барқӣ” ва санадҳои меъёрии ҳуқуқии зарурии соҳа, аз ҷумла Қонуни Ҷумҳурии Тоҷикистон “Дар бораи энергетика” дар таҳрири нав таҳия ва пешниҳод карда шавад.

Роҳбари давлат муҳтарам Эмомаллӣ Раҳмон вазъи соҳаи роҳу нақлиётро таҳлил намуда, ба кишвари транзитӣ табдил додани Тоҷикистон ва истифодаи имкониятҳои транзитии онро яке аз ҳадафҳои асосии рушди кишвар арзёбӣ намуданд.

Таъкид гардид, ки бо таҷдиду азнавсозии роҳҳои мошингард дар зарфи панҷ соли охир тибқи арзёбии Форуми ҷаҳонии иқтисодӣ мавқеи Тоҷикистон дар раддабандии ҷаҳонӣ аз рӯи нишондиҳандаи сифати роҳҳо дар байни 165 давлати ба таҳқиқот фарогирифташуда аз зинаи 50 ба 44-ум баромада, нисбат ба солҳои қаблӣ 6 зина баланд гардид.

Дар баробари ин, вазорату идораҳои марбута супориш гирифтанд, ки барои татбиқи сифатноки лоиҳаҳои сармоягузорӣ, сари вақт ва бо риояи меъёрҳои муосир амалӣ намудани бунёду азнавсозии роҳҳои дорои аҳаммияти байналмилалӣ, нигоҳдорӣ ва истифодаи дурусти роҳҳо, ташаккули долонҳои нақлиётии транзитӣ ва инфрасохтори онҳо тадбирҳои зарурӣ амалӣ намояд.

Президенти кишвар муҳтарам Эмомалӣ Раҳмон бо дарназардошти вазъи ҷаҳони имрӯза, тағйирёбии иқлим, хусусан, камобӣ ва хушксолиҳои пайиҳам дар бисёр кишварҳои дунё, болоравии нархи маводи ғизоӣ дар ҷаҳон ва таъсири манфии омилҳои зикршуда ба бозори истеъмолӣ ба вазорату идораҳои давлатӣ дастур доданд, ки тамоми имкониятҳоро барои рушди соҳаи кишоварзӣ сафарбар созанд.

Зимни таҳлилу баррасии бахши ҳифзи иҷтимоии аҳолӣ Президенти кишвар таъкид доштанд, ки соли 2024-ум ҳаҷми умумии хароҷоти соҳаҳои иҷтимоӣ ба 19 миллиард сомонӣ расонида шуд, ки нисбат ба буҷети соли 2023-юм беш аз 2 миллиард сомонӣ зиёд буда, 43 фоизи ҳаҷми умумии хароҷоти буҷети давлатиро ташкил медиҳад.

Гуфта шуд, ки дар ин зимн, Ҳукумати кишвар дар самти таъсис додани ҷойҳои нави корӣ, баланд бардоштани музди меҳнат, нафақа ва стипендияҳо, инчунин, зиёд намудани даромади пулии аҳолӣ мунтазам тадбирҳои зарурӣ амалӣ карда истодааст.

Роҳбари давлат муҳтарам Эмомалӣ Раҳмон бо мақсади боз ҳам беҳтар намудани сатҳи некуаҳволии мардуми кишвар ва тақвият бахшидани ҳифзи иҷтимоии аҳолӣ ба Ҳукумати кишвар супориш доданд, ки аз 1 сентябри соли 2025 маоши вазифавии кормандони муассисаҳои томактабӣ ва таҳсилоти миёнаи умумии соҳаи маориф 30 фоиз, маоши вазифавии кормандони дигар муассисаҳои соҳаи маориф, соҳаҳои илм, фарҳанг, варзиш, тандурустӣ, муассисаҳои соҳаи ҳифзи иҷтимоӣ, мақомоти ҳокимият ва идоракунии давлатӣ ва дигар муассисаҳои буҷетӣ, инчунин, стипендияҳо 20 фоиз, музди меҳнати амалкунандаи кормандони мақомоти ҳифзи ҳуқуқ, хизматчиёни ҳарбӣ ва дигар кормандони ин мақомот 20 фоиз зиёд карда шуда, ҳадди ақалли музди меҳнат барои тамоми соҳаҳои иқтисодиву иҷтимоӣ ба андозаи 1000 сомонӣ дар як моҳ муқаррар карда шавад.

Дар баробари ин супориш дода шуд, ки аз 1 сентябри соли 2025 нафақаҳои суғуртавӣ, меҳнатӣ ва иҷтимоӣ, инчунин, иловапулӣ ба онҳо тибқи муқаррароти моддаи 51 Қонуни Ҷумҳурии Тоҷикистон “Дар бораи нафақаҳои суғуртавӣ ва давлатӣ” ва андозаи нафақаи заминавӣ 10 фоиз зиёд, яъне индексатсия карда шавад.

Ҳукумати кишвар, роҳбарони вазорату идораҳо ва сохторҳои марбутаи соҳаи маориф аз Сарвари давлат дастур гирифтанд, ки рушди босуботу устувори муассисаҳои таҳсилоти олии касбиро дар солҳои наздик таъмин намоянд.

Роҳбари давлат зарур шумурданд, ки “Барномаи давлатии тайёр кардани кадрҳои сатҳи баланди илмӣ барои солҳои 2021 – 2030” дар муддати ду моҳ таҷдиди назар гардида, ба Ҳукумати кишвар пешниҳод карда шавад.

Дар робита ба рушд бахшидани соҳаи фарҳанг Пешвои миллат муҳтарам Эмомалӣ Раҳмон изҳор доштанд, ки агар соли 2000-ум аз буҷети давлатӣ барои соҳаи фарҳанг ва варзиш ҳамагӣ 13 миллион сомонӣ ҷудо шуда бошад, пас дар соли 2024 ин нишондиҳанда 1 миллиарду 716 миллион сомониро ташкил дод.

Гуфта шуд, ки тайи 33 соли истиқлоли давлатӣ дар кишвар 18 театр, 50 қасри фарҳанг, 14 мактаби санъат, 126 китобхона, 61 боғи фарҳангу фароғат ва 20 осорхона бунёд карда шуд, ки имрӯз ҳамаи онҳо ба мардуми Тоҷикистон хизмат карда истодаанд.

Роҳбарони шаҳру ноҳияҳо вазифадор гардиданд, ки дар маркази ҳар як шаҳру ноҳияи кишвар барои истеъдодҳои наврасу ҷавон як мактаби мусиқӣ сохта, ба истифода диҳанд.

Роҳбари давлат аз ҳамкории Тоҷикистон бо ЮНЕСКО ёдовар шуда, ба вазорату идораҳои марбута супориш доданд, ки вобаста ба таҷлили 2550-солагии Эъломияи ҳуқуқи башари Куруши Кабир маводи зарурӣ омода ва ба ЮНЕСКО пешниҳод намоянд.

Ба андешаи Сарвари давлат дар соли 2025 барои соҳаи тандурустӣ аз ҳисоби буҷети давлатӣ 4,3 миллиард сомонӣ пешбинӣ гардидааст, ки нисбат ба соли 2024-ум 840 миллион сомонӣ зиёд мебошад.

Ба роҳбарияти вазорату идораҳои марбута, вилоятҳо ва шаҳру ноҳияҳо супориш дода шуд, ки барои ислоҳи камбудиҳои ҷойдошта, таъмин рушди бомароми соҳа ва тарбияи кадрҳои баландихтисос тадбирҳои зарурӣ андешида, хизматрасонии босифати тиббӣ ва фаъолияти босамари муассисаҳои ин соҳаро таъмин намоянд.

Бо шуғли пурмаҳсул таъмин намудани аҳолиро Пешвои миллат яке аз ҳадафҳои стратегии давлат арзёбӣ намуданд.

Таъкид гардид, ки дар замони соҳибистиқлолӣ дар соҳаҳои мухталифи иқтисоди кишвар беш аз 4,1 миллион ҷойи корӣ таъсису барқарор карда шудааст.

Ҳукумати кишвар, роҳбарони вазорату идораҳо, раисони вилоятҳо ва шаҳру ноҳияҳо вазифадор карда шуданд, ки тамоми имкониятҳоро барои дар панҷ соли оянда дар ҳамаи соҳаҳои иқтисоди миллӣ таъсис додани беш аз 1 миллиону 400 ҳазор ҷойи кории нав сафарбар намоянд.

Роҳбари давлат ҷавонони кишварро қишри фаъолтарини ҷомеа ва идомадиҳандаи кору пайкори насли калонсол номида, изҳор доштанд, ки ҷавонони ватандӯст минбаъд низ бо илму донишҳои замонавӣ, касбу ҳунарҳои муосир ва саъю талоши навҷӯёнаи худ барои рушди илму инноватсия ва боз ҳам таҳким бахшидани нуфузи кишварамон дар арсаи байналмилалӣ саҳми арзишманд мегузоранд.

Сарвари давлат мақому манзалати занону духтарон ва нақши онҳоро дар эъмори давлати муосир ва рушди ҷомеа дар замони соҳибистиқлолӣ назаррас арзёбӣ намуда, таъкид карданд, ки онҳо дар амалисозии талаботу муқаррароти қонунҳои миллӣ, пешгирӣ кардани бегонапарастӣ, аз ҷумла сару либос ва ойинҳои барои мардуми мо бегона, ба камол расонидани наслҳои солим, таҳкими сулҳу субот дар ҷомеа, пешрафти давлат ва ободии Ватан минбаъд низ саҳми арзишманди худро мегузоранд.

Президенти кишвар муҳтарам Эмомалӣ Раҳмон зикр доштанд, ки муҳлати ваколати Маҷлиси миллӣ ва Маҷлиси намояндагони Маҷлиси Олии Ҷумҳурии Тоҷикистон даъвати шашум ба охир мерасад.

Бино бар ин, Пешвои миллат муҳтарам Эмомалӣ Раҳмон барои фаъолияти пурсамар ба аъзои Маҷлиси миллӣ ва вакилони Маҷлиси намояндагон миннатдории худро изҳор доштанд.

Роҳбари давлат таъкид намуданд, ки рушди устувори иқтисодиву иҷтимоии кишвар, суботи сиёсӣ ва оромиву осудагии мардуми Тоҷикистон ба таъмини амнияти миллӣ вобаста мебошад.

Аз ин ру гуфта шуд, ки ба масъалаҳои омода кардани мутахассисони ба талаботи шароити муосир ҷавобгӯй барои мақомоти ҳифзи ҳуқуқ ва сохторҳои низомӣ, баланд бардоштани сатҳи касбият ва маҳорату малакаи онҳо, инчунин, таҳкиму тақвияти пояҳои моддиву техникии ҷузъу томҳои ҳарбӣ ва мақомоти ҳифзи ҳуқуқ минбаъд низ эътибори аввалиндараҷа дода мешавад.

Зимни таҳлили сиёсати хориҷии Тоҷикистон Президенти кишвар муҳтарам Эмомалӣ Раҳмон иброз доштанд, ки – “Тоҷикистон дар заминаи сиёсати хориҷии “дарҳои кушода” ва таҷрибаи ҳамкории беш аз се даҳсола бо кишварҳои олам омодагии хешро барои идомаи таҳкими муносибатҳои гуногунҷанба бо онҳо ҳам дар сатҳи дуҷониба ва ҳам дар қолабҳои бисёрҷониба изҳор менамояд”.

Ҳамчунин таъкид гардид, ки Тоҷикистон ҳамкории созанда ва қобили дурнаморо дар доираи созмонҳои байналмилаливу минтақавӣ, аз ҷумла Созмони Милали Муттаҳид, созмонҳои байналмилалии молиявӣ ва шарикони рушд густариш медиҳад.

Сарвари давлат муҳтарам Эмомалӣ Раҳмон зикр доштанд, ки мо минбаъд низ барои расидан ба ҳадафҳои муайянгардида ва тавсеаи ҳамкории созандаву дарозмуддат бо ҳамаи кишварҳои олам ва шарикони байналмилалии худ тадбирҳои зарурӣ меандешем.

“Дар ин росто, кишвари мо робитаҳои худро бо Созмони ҳамкории Шанхай, Иттиҳоди Давлатҳои Мустақил, Созмони Аҳдномаи амнияти дастҷамъӣ, Созмони ҳамкории исломӣ, Созмони ҳамкории иқтисодӣ ва дигар сохторҳои марбут ба равобити бисёрҷониба вусъат бахшида, ҷиҳати идомаи иштироки фаъол дар равандҳои ҷаҳонӣ ва қолабҳои гуногуни байналмилалӣ талош меварзад”- иброз доштанд Роҳбари давлат.

Дар фароварди сухан Президенти кишвар муҳтарам Эмомалӣ Раҳмон изҳор доштанд, ки мо бояд ба хотири пешрафти давлати соҳибистиқлоламон, ободии Ватани аҷдодиамон ва мунтазам беҳтар гардидани сатҳу сифати зиндагии ҳар як хонадони мардуми шарафманди Тоҷикистон ҳар рӯз ва ҳамеша саъю талош намоем.

On December 28, a live televised broadcast of the Address by the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, H.E. Mr. Emomali Rahmon to the Majlisi Oli of the Republic of Tajikistan “On major dimensions of Tajikistan`s domestic and foreign policy” was held at the Embassy of the Republic of Tajikistan in Ankara.

The event was attended by the embassies diplomats, citizens, students, and military personnel from the ministries of defense and internal affairs of Tajikistan, who are currently studying at higher military schools in the Republic of Turkiye.

Following the live broadcast of the address, a discussion took place focusing on analyzing the key points raised by the President, as well as addressing other important and timely issues.
